Frontier County is currently soliciting public input on the proposed bridge replacement project identified as Eustis South. The proposed project is located on East Fork Road, approximately 10 miles south and 1.5 miles west of the Village of Eustis in Frontier County, Nebraska. The project begins approximately 1,200 feet southwest of the bridge’s southwest abutment and ends approximately 475 feet northeast of the northeast abutment. Total project length would be approximately 1,675 feet including the length of the bridge.
The purpose of this project is to improve the reliability of the transportation system and perpetuate the mobility of the traveling public. The need for the project is supported by multiple factors including the age, condition, and load capacity limitations of the existing bridge. The existing structure was constructed in 1935, has a low sufficiency rating, and is functionally obsolete.
The proposed project would replace Structure Number C003252820 along East Fork Road over Muddy Creek. Improvements for this bridge project would include replacing the existing bridge with a 3-span continuous concrete slab bridge, 28-feet-wide, on a 10-degree skew. The new roadway northeast and southwest of Muddy Creek would consist of two 10-foot-wide lanes, with gravel surface course and gravel embedment, and 4-foot-wide earthen shoulders. Construction activities would also include grading, utility coordination, and work within the waterway. Installation of a temporary access crossing would be required during construction. Additional property rights would be required to build this project.
Construction could begin as early as fall 2027 and be completed by summer 2028, subject to funding and scheduling. East Fork Road would not be constructed under traffic, and a designated detour would be provided for the duration of construction. Access to adjacent properties would be maintained during construction but may be limited at times due to traffic phasing requirements.
The proposed project would require the acquisition of additional property rights, which may include new right-of-way (ROW), control of access (CA), permanent easements (PE), and/or temporary easements (TE). Property owners impacted by the project would be contacted by a project representative once the design footprint has been established.
Potential impacts to environmental resources have been evaluated for this project. Resources reviewed include, but are not limited to: cultural resources, wetlands and water resources, hazardous materials, farmland, and threatened and endangered species. Impacts to wetlands and water resources and acquired ROW (farmlands), are anticipated.
The environmental review, consultation, and other actions required by applicable Federal environmental laws for this project are being, or have been, carried out by NDOT pursuant to 23 U.S.C. 327 and a Memorandum of Understanding dated February 23, 2026 and executed by FHWA and NDOT.
